Support to internally displaced persons and strengthen the resilience of host communities (PDICA) - Gender equality, access to basic services and social cohesion in the Centre-North region of Burkina Faso
Context: As part of the bilateral cooperation between Burkina Faso and the Federal Republic of Germany, the "Project to Support Internally Displaced Persons and Strengthen the Resilience of Host Communities" (PDICA) started its activities in October 2021. It aims to build the capacity of partner communities and state and non-state actors to improve the social living conditions of internally displaced people (IDPs) and vulnerable host populations in the Centre Nord region. Health Focus contributes to promoting gender equality (Output 1) and to improving access to basic services and strengthening social cohesion (Output 2).
Objective: The social living conditions of IDPs and the vulnerable population in certain host communities in the Centre Nord region have improved.
Objective for Output 1: Local municipal, decentralised and non-state actors in certain municipalities in the Centre Nord region have improved their capacity to provide services to IDPs and vulnerable host populations.
Objective for Output 2: The conditions for social cohesion between IDPs and host populations have improved in certain communities in the Centre Nord region.
Content:
Output 1: Overall technical support for activities to promote gender equality
- Implementing measures to empower girls and combat gender discrimination and inequality and gender inequality in schools and areas close to schools
- Implementing measures to prevent gender-based violence
- Strengthening the active participation of women both in the prevention of violent conflicts and in local decision-making processes
- Supporting the strengthening of women's organisations to ensure that the specific interests of women and girls are taken into account.
- Training teachers and raising parents' awareness of the equal rights of children, particularly girls
- Providing advisory support to the project's various fields of action in the design of training and awareness-raising tools and in the implementation of gender activities
- Preparing and implementing public awareness raising activities:
a.) Organising awareness-raising activities (theatre forums, talk shows, radio broadcasts) for the host population, IDPs and opinion leaders on the gender approach and women's rights in the context of the crisis;
b.) Organising awareness-raising activities (theatre forums, discussion forums, radio) for the host population, IDPs and opinion leaders on the conditions of women and girls in the context of the crisis and their potential to contribute to the search for peace and social cohesion
Output 2: Overall technical support for activities to strengthen access to services and social cohesion.
- Provision of socio-educational activities IDP and host students
- Implementation of activities to promote social cohesion between IDPs and host populations
- Training of local authorities in diagnosis of vulnerable groups
- Training of local stakeholders at municipal and decentralised levels on their role in implementing the HDP Nexus.
- Training of teachers on psychosocial support for students in emergency situations
- Implementation of endogenous conflict prevention and management mechanisms;
- Contractualisation of local subsidies with local partners (associations, local NGOs, etc.) for the implementation of socio-educational and social cohesion activities.
Type of services provided:
- Management of assignment implementation;
- Project administration, monitoring and supervision in line with the GIZ instruments;
- Proactive steering by the project team
- Quality assurance of the monitoring and evaluation system and its integration into the PDICA monitoring and evaluation system
- Contractual and financial management, project administration, logistics
- Technical backstopping of the project/ quality assurance of deliverables
- Contribution to GIZ’s knowledge management
- Support for learning processes between project partners
- Regular meetings/communication.
- Creation of articles for GIZ journals and publications
