Support to the Health Sector Policy Reform and to the Population Programme - Development of Policy framework and Implemenation Plan for the Philippine Sector Development Approach for Health (SDAH)
Objective:
To develop a policy framework that would delineate the strategies, mechanisms, plans, and programmes of action towards the implementation of a sectoral approach to health development, including conditions and requirements of such an approach
Specific objectives:
To develop a policy framework and design for implementation of SDAH to harmonize development assistance in the health sector;
To recommend appropriate systems, strategies, mechanisms, conditions and requirements for a successful local implementation of a sectoral approach;
To identify and recommend critical steps and processes in the development of sectoral approach to health development.
Content:
The overall goal of the programme is to improve the quality of decentralised health services and population programmes. The German contribution, presently in its second phase (2004-2008), comprises the components policy support and local health systems development.
The DOH leads a Health Sector Reform Agenda (HSRA) providing a common policy and investment framework for channelling donor assistance to the health sector in a more strategic manner. A sectoral approach has to be implemented to health reforms in the Philippines as the next logical step towards increasing the donor’ stake in the country’s health development.
Recommendation of appropriate systems, strategies, mechanisms, conditions and requirements for a successful local implementation of sectoral approach:
- Technical assistance and advisory services;
- Conduction of a SWOT (Strengths, Weakness, Opportunites, Threats) analysis;
- Feasibility study
- Collaboration with the DOH and major stakeholders
- Field mission
- Development of a SDAH implementation plan
